Summary
Devolution transfers power, functions and resources from the national government to 47 counties, each with a Governor and County Assembly. Counties receive at least 15 per cent of national revenue. Public revenue comes from taxes, fees, loans and grants, and the budget is the government's annual plan for raising and spending it.
